Abstract

This study examines the professionalization of the National Parliament of Timor-Leste through an institutional perspective, focusing on democratic ethics, legislative capacity, and administrative professionalism. It analyzes how colonial rule, Indonesian occupation, the resistance period, United Nations administration, and independence have shaped parliamentary practices, political behavior, institutional autonomy, and relations among parliamentary actors. As an institution established during the transition to independence, Parliament operates within a constitutional framework that grants it legislative authority and responsibility for representing citizens.

The study employs a qualitative single-case study design informed by historical institutionalism. Data will be collected through semi-structured interviews with parliamentarians, committee members, parliamentary administrators, legal advisers, researchers, government officials, civil-society representatives, academics, and development practitioners. Documentary analysis and non-participant observation will complement the interviews. The data will be analyzed thematically, focusing on institutional legacies, democratic ethics, legislative capacity, accountability, and administrative performance.

The study result show that parliamentary professionalization is a gradual and multidimensional process extending beyond the individual skills of parliamentarians. Although Timor-Leste possesses formal constitutional and legislative institutions, their effectiveness depends on implementation, institutional resources, ethical enforcement, and professional support. The study will likely identify gaps between formal rules and practice, particularly in transparency, accountability, conflict-of-interest regulation, public consultation, and respect for opposition. Limited research services, committee staffing, legal expertise, translation capacity, and administrative resources may also constrain Parliament’s independent scrutiny of legislation, budgets, and executive performance.

The study concludes that professionalization requires stronger ethical standards, legislative research and committee services, a non-partisan parliamentary administration, systematic training, improved public access to information, and meaningful citizen participation. Institutional reform should preserve Parliament’s historical legitimacy while promoting transparent, accountable, technically competent, and inclusive democratic governance.
