Abstract

This article examines the challenges and opportunities experienced by Chinese business people operating in Timor-Leste. Adapted from the author’s master’s research, the study focuses on the reasons Chinese entrepreneurs choose Timor-Leste, the sectors they regard as commercially promising, and the practical constraints they encounter in everyday business activity. The research uses a qualitative design combining primary and secondary sources. Primary evidence included interviews and questionnaires involving Chinese business people, local business owners, local customers of Chinese shops, and a government representative, complemented by a survey of Chinese respondents in Hangzhou.

Secondary materials included business registration information, legal and policy documents, economic information, historical literature, and materials concerning China–Timor-Leste relations. The findings identify language and communication, security, access to finance and lending costs, delays in government project payments, workforce capacity, infrastructure, policy implementation, and cultural differences as significant challenges reported by participants. At the same time, respondents identify opportunities associated with Timor-Leste’s continuing development needs, particularly in agriculture, agro-industry, livestock, fisheries, tourism, infrastructure, construction, manufacturing, and oil and gas. The study also records different perceptions among Chinese business people, local business owners, and consumers.

Local customers often value the accessibility and price of goods sold by Chinese shops, while some local business owners perceive strong price competition as harmful to their businesses. The article argues that the business relationship cannot be understood only through the number of Chinese businesses present in Timor-Leste. It must also be considered in relation to language, social networks, regulation, finance, employment, consumer demand, and the wider bilateral relationship. The article concludes with policy implications concerning a more predictable business environment, improved communication and language support, timely public payments, security, investment facilitation, and constructive relations between foreign and local businesses.
